Davut DURSUN, President (Prof. Dr.)
Prof. Dr. Davut Dursun was born in Borçka town of Artvin in 1953. He received his Bachelor’s Science Degree from the Faculty of Communications at Istanbul University in 1981. He acquired his M.A Degree in the Institute of Political Sciences of the Faculty of Economics at Istanbul University in 1983. Between 1982 and 1987, he got his Ph. D. Degree from the Institute of Social Sciences. Later in 1992 he became associate professor, and professor in 2005.
He began his career as a class teacher and a school manager in the Ministry of Education from 1972 to 1984. Later on, he worked as a researcher in the Faculty of Economics and Administrative Sciences at Uludag University between 1984 and 1987. He worked in an international press and research institute as an editor for an encyclopaedia entitled as “The World of Islam and Turkish People - Modern Period”. In 1994, he was appointed as an instructor in the Political and Social Sciences Unit of the Department of Public Administration in the Faculty of Economical and Administrative Sciences at Sakarya University. He was elected as the RTÜK member by the Grand National Assembly on July 13, 2005.
Prof. Dr. Davut Dursun has some published studies, translations and items in encyclopaedias in relation to the political life of Turkey, its problems and processes in the modern age. He has carried out some studies in a documentary style on the crises lived in Turkish democracy. He has many published works such as “Politics and Religion in the Ottoman State”, “Solidarity Movements in the World of Islam”, “Where’s the Middle-East?”, “Integration Movements in the World of Islam”, “Turkey –unable to be democratized!”, “Military Coup of May, 27th”, “Science of Politics”, “Military Coup of March, 12th, and “Military Coup of September, 12th”.

İlhan YERLIKAYA, Deputy President (Prof. Dr.)
Prof. Dr. İlhan Yerlikaya was born in Konya in 1960. He graduated from the Department of History in the Faculty of Science and Literature at Selçuk University in 1985. He acquired his M.A Degree from the Department of History in the Institute of Social Sciences in 1987. In 1991, he acquired his Ph.D. Degree in the Public Administrations Department of the Institute of Social Sciences in Istanbul University. And in 1997, he received the title of “Associate Professor” by his studies on Journalism in General in Communications Sciences.
He worked as an Assistant Expert in the Prime Ministry Ottoman Archive from 1987 to 1993. Later, between 1993 and 1994, he worked in the Department of History in the Faculty of Science and Literature in 100.Yıl University as an Assistant Associate Professor. From 1993 to 1994, he worked in the Faculty of Economics and Administrative Sciences in Kırıkkale University as an Associate Professor. Between 1997 and 2002, he worked as a professor in the Department of Journalism of the Faculty of Communications in Erciyes University. In 2001, he worked as the Dean’s Associate of the Faculty of Economical and Administrative Sciences in Kırıkkale University. Again in the same university he worked as a Senate Member between 1997 and 2001. He became a board member in the Board of Executives in the Faculty of Economics and Administrative Sciences in Kırıkkale University and also in the Faculty of Communications in Erciyes University between 2000 and 2005. During this period, he established television channel of the Faculty of Communications in Erciyes University and served as the member of the Broadcasting Board of it.
Prof. Yerlikaya was elected as the RTÜK member by the Grand National Assembly on July 13th, 2005. He has many articles and some published studies such as “Basiret Newspaper on the History of Politics in the Ottoman Empire in 19th Century and Opinions of Pan-Germanism, Pan-Islamism, Pan-Slavism, Ottomanism ” and “Press in the Period of Abdulhamid II, Semi-official Vakit Newspaper”. Mr. Yerlikaya is married and has five children.

A. Zahid AKMAN, Member (Ph. D.)
A. Zahid AKMAN was born in Ankara in 1958. He graduated from the Faculty of Theology at Ankara University in 1984. He acquired M.A Degree by his thesis on “TRT Television News Programming” in Radio, Television, Cinema Department in the Institute of Social Sciences at Istanbul University in 1987. He got his Ph. D. Degree with his thesis on “Contribution of TV Broadcasts to the Education and Socialization of Youth Living in Shanty Towns” in 1995. Mr. AKMAN worked in various periodicals as a journalist and in administrative positions between 1983 and 1988. From 1988 to 1992, he provided communication and promotion services at his own agency. Between 1993 and 2000, Mr. AKMAN undertook some important posts such as the representative of Channel 7 TV in Ankara, News Bulletin Comperer in prime time, and Comperer and Managing Editor of some various news programmes. From 2000 to 2003, Mr. AKMAN worked as the representative of Channel 7 TV in Washington, USA. Presently, he is the owner of a yellow press cart, married and father of five children.

Hülya ALP, Member
Hülya Alp was born in Adapazarı in 1951. She graduated from Child Development and Education Department of Hacettepe University with honor degree in 1974. After her graduation she worked as “specialist” on Child Development and Education Department in the Faculty of Health Sciences at Hacettepe University between 1974 and1977. Mrs. Alp worked as producer, scenarist, director and assistant manager in the department of Child and Youth Programmes of Turkish Radio and Television Incorporation (TRT) Ankara Television between 1974 and 1989. During her post as the Director of Child and youth Programmes in the TRT Istanbul Television between 1989 and 1997, Mrs. Alp performed as the director of Drama and Documentary series and was the coordinator of European Broadcasters Union (EBU) Child and Youth Programmes Working Group. Between 1997 and 2001, Mrs. Alp, Director of TRT Istanbul Television, conducted the restructuring studies of TRT, heading the relevant working groups. Mrs. Alp worked as a Board member of the Republican’s People Party (CHP) in Istanbul in 2002 and between 2003 and 2007 she worked as a member of CHP Party Assembly. She also took mission in the restructuring studies of TRT and EBU. Hulya Alp was elected as RTUK member by the Grand National Assembly on 29 May 2007. Mrs. Alp owns many awards today; Superior Performance Prize by the Presidency of Hacettepe University, Cengiz Polatkan Child Programme Reward (1978), Documentary Programme Prize, Prix-Jeunesse by Youth Festival (1985), EBU Drama Series- The Best Child Programme Grand Prize (1994), she was awarded with many first prizes and awards in different categories by the Magazine Programmes Exchange Meeting of EBU as of 1985. Mrs. Alp gives lectures on communications, writes short stories, stories, documentary texts and scenarios. Mrs. Alp has written books on Child Education and Psychologies. Hulya Alp carries press card, she is married and has one child.

Esat ÇIPLAK, Member
Mr. Esat CIPLAK was born in Vezirkopru town of Samsun in 1962, graduated from the Faculty of Communications at Gazi University. Following his services at various press and broadcasting organisations, he started his life of civil service in the Petroleum Pipeline Corporation (BOTAŞ). While he was serving in the corporation at his last post as the Director of Human Resources, he was appointed as the Press and Public Relations Consultant of the Prime Ministry. Later on, his posts are respectively as follows; Associate General Manager at The State Railways of Republic of Turkey (TCDD), Associate President and later as the President’s Consultant at the Telecommunications Council (Council of Information and Communications Technologies) and was elected on 28th May, 2009 as the Member to the Radio & Television Supreme Council by the Turkish Grand National Assembly (TBMM). He is father of two sons whose names are Mustafa GOKTURK and Ahmet UYGUR.

Mehmet DADAK, Member Mehmet Dadak was born in Konya in 1946. He graduated from the Faculty of Law in Ankara University in 1972. Having completed his internship, he began working as an advocate in 1974. Mr. Dadak worked in positions respectively as an advocate, General Secretary, a Legal Advisor and as a top level administrative person. Then, he worked for 25 years in a group of companies consisting of twelve different firms, as the General Director of Administrative, Financial and Legal Affairs. Contributing to the main company of this group of firms in its becoming tax champion in 2002, Mr Dadak, worked as a member in the administration and supervision boards of various companies. Mr Dadak was elected as the RTÜK member by the Grand National Assembly on July 13, 2005. He speaks English, is married and father of two children.

Abdulvahap DARENDELI, Member (Ph. D.)
Abdulvahap Darendeli was born in Sivas in 1955. He graduated from the Faculty of Law at Ankara University, acquired his M.A degree at Gazi University in Ankara by his thesis on “the Constitution Law” and later he completed his Ph. D. Degree at Selçuk University in the field of Public and Administration Law by his thesis on “The Judicial Control of Administrative Procedures (of Administrative Fines) on the order of Judicial judgments” Mr. Darendeli took a year of education in the Institute of Trade Law and Banking Researches at Ankara University. The followings are his posts respectively: as Judge in towns; Narman in Erzurum, Tarsus in Mersin, – Yahyalı in Kayseri, Kazan in Ankara, as the Investigating Judge in the Ministry of Justice, as the Authorized Judge in the General Directorate of Laws and Decisions in the Prime Ministry (2,5 years), as the Head of a Department and as the Associate General Director of Law Affairs in the Ministry of Justice. Along with these posts, he participated as the representative of the Ministry of Justice in the inter-institutional coordination workshops on the issue of “the Infrastructure of Electronic Commerce Law” realised under the coordination of the State Planning Organization (SPO). Mr Darendeli worked in the Turkey - Middle –East Institute of Public Administration as an instructor on the topic of Justice and Governing police forces. He worked also in the Turkey Academy of Justice as an instructor on the topic of methods in Law. Mr. Darendeli speaks English, and has some published works entitled such as “The Compulsory Fee Tariffs in Judgment Places” , “Administrative Controversies and Cases in Judicial Judgment Places” and many articles issued in the Periodical of Justice, Periodical of the Body of Lawyers in Ankara, and Periodical of Democracy and Law. Mr. Darendeli is married and father of two children.

Hasan Tahsin FENDOĞLU, Member (Prof. Dr.)
Prof. Dr. Hasan Tahsin FENDOGLU was born in Elazig in 1954. He is a professor in the field of public law. He graduated from the Faculty of Law at Istanbul University in 1978. Following his successful finals of the lessons he had taken for his M.A. degree in the Faculty of Law at Ankara University, he finalised his M.A thesis at the Faculty of Law at Marmara University. Later in 1992, he achieved to obtain his Ph. D degree on Public Law at the Faculty of Law at Istanbul University with a thesis on Fundamental Rights and Freedoms. On September 3rd, 1995, he acquired to obtain the title of “Associate Professor” by the unanimous vote of the jury members who evaluated his thesis on Judicial Independence and his other studies. At this time, he succeeded also to pass two different foreign language exams. On April 7th, 2004, he became Professor of Law with his thesis on Turkish-American Relations. Later, he worked under the titles respectively as “Dean’s Associate” and “Head of the Department of Public Law” at the Faculty of Law in Dicle University. For two periods, he worked as Higher-Legal Advisor in the Ministry of Justice. In his studies, he specialised on constitutional law and international law. He gave lectures in licence and postgraduate levels on “Law of the European Union”, “Human Rights”, History of Politics”, “Entry Level to the Science of Law”, “History of Turkish Law”, “Political Sociology” and “Constitutional Law”. He also fulfilled some posts under the titles of “Head of the Regional Council of Cultural and Natural Assets” and “Member of the Higher Council of Cultural and Natural Assets”. Later, he worked under the titles of “President Assistant of the Board of Executives of the Turkish Radio-Television Corporation (TRT),” “Head of the National Committee of Human Rights”, “Prime Ministry’s Chief Legal Advisor” and “President of the Prime Ministry’s Human Rights Division”. He publicised some remarkable reports as the first time in the public arena namely: Report on Human Rights in Turkey (2007 – 2008), Report on Missing Children, Report on Active Fight Against Torture and Other Cruel, Inhuman or Degrading Treatment, Report on Customary and Honour Killings (2003 -2007). He also worked under the title of “Project Manager” of the Project of Applications of Human Rights Reforms in Turkey which was realised with the Council of Europe and carried out by a joint study of the Ministry of Interior Affairs and the Ministry of Justice. On May 28th, 2009, he was elected by the Grand National Assembly as the Member to the Radio and Television Supreme Council (RTUK).
He is the author of fifteen books on Law in total; seven of them have been admitted as academic publications and two of them have been publicised by the Ministry of Justiceand owns more than a hundred of declarations, articles and studies, which he has presented so far in scientific meetings in Turkey and abroad. Mr. FENDOGLU is married and father of three children.

Taha YUCEL, Member
Taha Yücel was born in Istanbul in 1971. He graduated from the Electrical and Electronics Engineering Department at Bilkent University in 1993. He acquired his M.A Degree from the Electrical and Electronics Engineering Department at Bosphorus University by his thesis on the digital terrestrial broadcasting planning. His second M.A Degree is from the Business Administration Department in Başkent University. He worked in RTÜK as a Technical Inspection Expert until 1998. He worked in the Frequency Planning and Allocation Commissions and in the Commission of the Preparation of Radio, Television Standards. He worked in “TGRT”, a private broadcasting company as the Associate General Director responsible for the technical issues between 1998 and 2005. He was also the Chairman of the Technical Commission of the Association of Television Broadcasters. Mr. Yücel is married and father of two children.
